The public employment service agencies have assisted atypically employed youth in transitioning to regular full-time jobs. However, some job seekers were unable to remain in full-time employment. The National Audit Office recommended improvements, and the Ministry of Labor has formulated assistance measures, along with appropriate key performance indicators, have been developed.

To help young people in non-standard forms of employment achieve stable jobs, the government launched the “Youth Employment Investment Program, Phase II” (2023–2026), which included 10 measures under the initiative of “Transition to Full-time Employment.” An audit conducted by the National Audit Office found that some job-seeking youths in non-standard employment were unable to maintain stable, full-time employment. Following the audit authority’s recommendation for the Executive Yuan to supervise and review improvements, the Ministry of Labor has collaborated with relevant agencies to expand support for non-standard employed youths, and has developed more refined assistance measures and appropriate key performance indicators for those willing to transition to full-time, regular employment.

 

Forestry and Nature Conservation Agency survey methods for monitoring amphibian species were not fully adequate. The audit authority urged improvements, and the agency has since incorporated the Smart Identification and Labelling of Integrated Calls (SILIC) system into its survey methods to enhance the capacity and effectiveness of ecological monitoring.

To enhance the quality of long-term monitoring of amphibian species, the Forestry and Nature Conservation Agency, Ministry of Agriculture, commissioned the preparation of a standard operating manual for amphibian monitoring, to be used by field investigators as a reference. An audit conducted by the Audit Division on Education and Agriculture found that the Agency had not included the Sound Identification and Labeling Intelligence for Creatures (hereinafter referred to as the SILIC system) as part of its monitoring methods. After the audit authority requested improvements, the SILIC system was incorporated into the standard operating manual for amphibian monitoring, thereby enhancing the capacity and effectiveness of ecological surveys.

 

The emergency alert devices for elderly people living alone in Penghu County had a relatively high rate of invalid alarms. The audit authority urged improvements, and measures have since been taken to strengthen case counselling and upgrade both hardware and software, thereby creating a safer living environment for the elderly living alone.

The Penghu County Government provided subsidies for low- and middle-income elderly people living alone to install emergency rescue connection devices (hereinafter referred to as “peace-of-mind devices”). An audit conducted by the Penghu County Audit Office found that nearly 80% of the alerts generated by these devices were invalid, classified as “inactivity” or “non-emergency.” After the audit authority requested improvements, measures were taken to strengthen case counseling and comprehensively upgrade both hardware and software, which significantly reduced meaningless alerts, ensured service quality, and created a safer living environment for elderly people living alone.

 

Nantou County had relatively insufficient outdoor shelter capacity. The audit authority urged improvements, and 26 disaster-prevention parks have since been established to expand shelter space and strengthen disaster response capabilities.

To strengthen disaster resilience and prepare for large-scale earthquakes, the Fire Department of the Nantou County Government planned to establish outdoor evacuation and shelter spaces across its jurisdiction. An audit conducted by the Nantou County Audit Office found that the outdoor shelter capacity was relatively insufficient. After the audit authority requested improvements, 26 disaster prevention parks have been established to expand evacuation and shelter capacity, and evacuation and resettlement drills have been conducted to enhance disaster response capabilities.
