Some municipalities, counties, and schools failed to fully appoint counseling personnel. The National Audit Office urged improvements, and the Student Guidance and Counseling Act has since been amended to adjust the number of professional counseling staff on campus reasonably.
To strengthen student-counseling work in schools at all levels, the Ministry of Education has allocated a budget of more than NT$2.4 billion in 2023 to subsidize the work force needs of professional counselors in municipal and county governments and schools. The NAO has found that some municipalities, counties, and schools have not hired the required number of counselors, affecting the effectiveness of counseling services. Following the recommendation, NAO has urged improvements, and the Student Counseling Act has been amended to reasonably adjust the professional counseling staff in schools.

The management of recreational fishing vessels and rafts in Penghu County was found to be insufficient. In response to recommendations from the Penghu County Audit Office, the relevant agencies have strengthened regulatory mechanisms to enhance oversight and safeguard tourist safety.
The Agriculture and Fisheries Penghu County Government manages the situation of fishing boats (rafts) engaging in recreational fishing activities. NAO found that tour operators had publicly announced the recreational fishing activity schedules, but failed to establish the self-government ordinances to regulate the recreational fishing activities. Following the recommendation, NAO has urged improvements, and the Self-government Ordinances have been amended to require that fishing rafts be equipped with Automatic Identification System (AIS) transponder systems to facilitate the inspection of actual movements, ensuring better management of fishing boats (rafts) and safeguarding the safety of tourists.

Farms under the Veterans Affairs Council failed to properly dispose of industrial waste and apply pesticides following regulations. The National Audit Office urged corrective actions, and the relevant entities have reviewed the issues and taken measures to ensure compliance.
The Fushoushan and Wuling Farms are located in water quality and quantity protection area, engaged in agricultural production, marketing and tourism. NAO found that the farms had removed and disposed of business waste without authorization and had applied pesticides without following regulations. Following the recommendation, NAO has urged improvements, and the waste disposal plan has been approved by the competent authority. Subsequent actions will include implementing regulations on the use of pest control materials.

The Pingtung County Government had not yet established a matching mechanism to ensure stable teacher placement in remote area schools. The Pingtung County Audit Office recommended improvements, and relevant regulations have since been introduced to gradually narrow the urban-rural gap in educational human resources.
The Pingtung County Government implements measures to stabilize the teachers in schools located in remote areas. NAO found that a matching mechanism for teachers volunteering to serve in remote area schools had not yet been established. Following the recommendation, NAO has urged improvements, and the relevant notices have been amended. A priority recruitment mechanism has been developed, and the system regulations have been completed to gradually reduce the gap between the manpower resources of education in the city and the countryside.
