Due to shortcomings in the administration of motorcycle driver’s license examinations by the Directorate General of Highways under the Ministry of Transportation and Communications, the audit authority urged improvements. In response, new driver’s license management regulations were announced, and the rigor and differentiation of motorcycle license examinations were strengthened.

To improve road traffic order and safety, the Ministry of Transportation and Communications (MOTC) promoted reforms to motorcycle training and licensing. An audit conducted by the Audit Division on Construction & Communication found that from 2017 to 2021, the number of fatalities resulting from motorcycle traffic accidents remained persistently high, and the proportion of motorcycle-related deaths among all traffic accident fatalities showed an upward trend, indicating that the outcomes of the reform measures failed to meet expectations. Accordingly, the audit authority formally requested a review and improvement, and the MOTC has urged the Directorate General of Highways to plan enhanced motorcycle driver’s license examination measures to improve riding safety.

The Executive Yuan has established national cybersecurity standards for Internet of Things (IoT) devices; however, these standards have not been incorporated into government procurement regulations. The National Audit Office urged improvements. In response, the Public Construction Commission of the Executive Yuan has formally notified all government agencies to refer to the national standards when procuring IoT devices, thereby strengthening institutional cybersecurity protection.  

To strengthen national cybersecurity protection for Internet of Things (IoT) devices, the Executive Yuan has promoted the development of industry standards for IoT cybersecurity as well as a cybersecurity labeling and certification mechanism. An audit conducted by the National Audit Office found that the information service procurement contract templates promulgated by the Public Construction Commission of the Executive Yuan (hereinafter referred to as the PCC) had not yet incorporated the national cybersecurity standards for IoT devices. Accordingly, the National Audit Office formally requested the Executive Yuan to urge a review and improvement. In response, the PCC has notified all government agencies to refer to the national standards when procuring IoT devices, thereby strengthening cybersecurity protection.

The Taoyuan City Government Fire Department experienced delays in advancing the Emergency Medical Cloud Platform initiative. The audit authority urged improvements. As a result, the system construction has been completed, and relevant personnel have received training, thereby enhancing the effectiveness of emergency medical services.

The Taoyuan City Government Fire Department implemented a project to transition the Taoyuan City Emergency Medical Cloud Platform to the “Emergency Rescue One-Stop Service” system of the National Fire Agency. An audit conducted by the Taoyuan City Audit Division found that, as the project implementation deadline was approaching, the Fire Department had not adequately monitored the contractor’s progress in installing the system at hospitals, nor had it timely coordinated with hospitals to upload information on treatment capacity. As a result, the system was not fully prepared to support the reception of pre-hospital notifications for critically ill or injured patients and the advanced arrangement of in-hospital medical treatment processes.

The number of contracted clinics participating in Taichung City’s Senior Citizen Card program was insufficient, and three administrative districts had no participating clinics. The audit authority urged improvements. As a result, 33 additional clinics have been included in the program, making it more convenient for senior citizens to use the Senior Citizen Card at nearby medical facilities.

To care for senior citizens and persons with disabilities, the Taichung City Government has implemented measures such as transportation subsidies and medical expense subsidies through the Senior Citizen Card program. An audit conducted by the Taichung City Audit Division found that the number of contracted clinics accepting the Senior Citizen Card was insufficient, and that three administrative districts still had no participating clinics. Accordingly, the audit authority formally requested that improvements be planned and implemented. In response, the Taichung City Government Department of Health actively provided guidance and encouragement to primary care clinics to join the Senior Citizen Card program, thereby facilitating more convenient access to nearby medical services for cardholders.
