The Changhua County Environmental Protection Bureau's commissioned asbestos building material waste removal and disposal plan was found to be inadequate. NAO Has Urged Improvements, and the bureau has since strengthened contract management and enhanced control measures.

To assess the condition of asbestos-containing buildings in the county and assist households in properly disposing of asbestos waste—thereby reducing risks to human health and the environment—the Changhua County Environmental Protection Bureau outsourced an asbestos waste removal program. An audit conducted by the Changhua County Audit Office found that the review process for subsidized removal cases and contract performance management were not fully implemented. Following the recommendation, the Bureau has strengthened contract management and enhanced risk control measures for demolition operations.

 

 

The Tourism Administration and its affiliated National Scenic Area Headquarters have not fully ensured the proper maintenance and management of bridges and trails. NAO Has Urged Improvements, and the Control Yuan has proposed corrective measures.

The Tourism Administration, National Scenic Area Headquarters have been conducting regular inspections, maintenance, and renovation projects to ensure the safety of bridges and trails within scenic areas. However, the NAO found multiple deficiencies in the inspection of certain bridges and trails that required urgent improvement. Furthermore, the audit also found that, as of the end of 2023, the Tourism Administration had not yet carried out supervision, evaluation, or assessment of bridge maintenance conditions. Following the recommendation, the matter was also reported to the Control Yuan for reference in the exercise of its oversight authority, and the Control Yuan subsequently proposed corrective measures.

 

The high-risk user alert function of the third-party payment industry joint prevention platform was not perfect. NAO has urged improvements, and individual user alerts have been added to strengthen fraud prevention.

The Administration for Digital Industries of the Ministry of Digital Affairs established a joint defense platform for third-party payment providers and developed a mechanism for sharing information on suspected high-risk fraudulent users. The National Audit Office found that the platform lacked an alert function for high-risk individual users. Following the recommendation, the Administration has added an individual user alert function, enhancing the platform’s effectiveness in preventing and blocking fraud.

 

The Keelung City Police Department’s AI Patrol System had incomplete reporting and maintenance mechanisms. NAO has urged improvements, and the reporting mechanism has been strengthened, and equipment management and maintenance have been reinforced.

The Keelung City Police Department implemented mobile license plate recognition technology and established an AI patrol system. An audit conducted by the Keelung City Audit Office found that the system’s reporting mechanism for enforcement actions was incomplete, and that some precincts were unable to activate the AI system after startup. Following the recommendation, the reporting mechanism has been strengthened, and equipment management and maintenance have been enhanced.
