The National Science and Technology Center for Disaster Reduction (NCDR) developed disaster evacuation and shelter assessment system; NAO has urged improvements due to missing or misplaced shelter data; and data verification function added to ensure accuracy.
To strengthen the government’s disaster response capability, the National Science and Technology Center for Disaster Reduction (NCDR) established and maintains the Disaster Evacuation and Shelter Assessment System to assist disaster management personnel in disaster prevention and mitigation planning. The National Audit Office found that the system contained missing or misplaced shelter data. Following the recommendation to the National Science and Technology Council for review and improvement, NCDR has added data verification procedures to ensure the accuracy of shelter information.
The Workforce Development Agency, Ministry of Labor lacked clear criteria for determining serious violations of labor laws in subsidy programs. NAO has urged improvements, and relevant standards have been established.
To promote employment, The Workforce Development Agency, Ministry of Labor provides subsidies for employee training and hiring incentives. The National Audit Office found that the agency’s subsidy regulations lacked a clearly define the criteria for determining “serious violations of labor laws,” which serve as grounds for denying subsidies. This lack of clarity hindered the intended purpose of rewarding compliant enterprises and deterring non-compliant ones. Following the recommendation, The Agency has formulated clear standards for determining serious violations across its subsidy programs.
The Ministry of Justice had not included T-Road in its Data Exchange Management Procedures; NAO has urged improvements, and procedures have been revised to enhance secure interagency data transmission.
The Ministry of Justice conducts data exchanges with multiple government agencies through systems such as the Prosecutorial Case Management System. The National Audit Office found that the Ministry had not incorporated the dedicated interagency data transmission channel (T-Road) into its data exchange management procedures. Following the recommendation, the Ministry has revised its management procedures and is actively adopting T-Road for interagency data exchange to strengthen the security of sensitive data transmission.
The National Health Insurance Administration's verification process of underreported premium income was inadequate. NAO has urged improvements, and reported income has been corrected to increase premium revenue.
To strengthen the premium collection base of the National Health Insurance program, the National Health Insurance Administration (NHI) has continued reviewing cases of underreported insured salary amounts. The NAO found that some professionals and technicians declared insured salary levels lower than their actual income, resulting in underpayment of premiums. The audit also found that NHI’s review mechanism failed to fully identify such underreporting. Following the recommendation, the NHI has corrected the insured salary amounts of underreporting individuals, increasing premium revenue by approximately NT$73.51 million and upholding the principle of affordability in health insurance.
