The Industrial Development Administration of the Ministry of Economic Affairs has promoted a policy to manage and guide unregistered factories. Low-pollution unregistered factories have been applying for management for over a year. However, the review progress in some cities and counties needs improvement. The Audit Department has urged these local governments to strengthen supervision and improve. Currently, the review rate by city and county governments exceeds 95%.

The National Audit Office stated that, as of the end of July 2024, after tracking the improvements, 32,667 low-pollution unregistered factories across 21 cities and counties had completed the review of their management applications, achieving a completion rate of 97.67%. Additionally, the number of cases awaiting review in the six first-tier cities and counties dropped from over 5,000 to just over 700, demonstrating significant improvements in management and guidance effectiveness.

 

The Taiwan Transportation Safety Board has many pending recommendations related to major transportation accidents and safety improvements. The audit agency has called for action to address these issues and has strengthened communication and support to enhance overall transportation safety.

The Taiwan Transportation Safety Board is responsible for investigating major transportation accidents in aviation, water, rail, and highways. It issues investigation reports, provides recommendations for improving transportation safety, and monitors the progress of improvements by the responsible units. The NAO found that the number and proportion of pending cases related to transportation safety improvement recommendations were relatively high. However, after issuing a letter to the Transportation Safety Council to address the issue, the number of pending cases has decreased, which is expected to help reduce the risk of recurring transportation accidents.

 

Taoyuan Police Department pioneered the use of an AI patrol system, but the inspection operation still needs to be strengthened. The NAO urged improvement and expanded the equipment and functions.

The Police Department pioneered the use of AI technology by establishing an AI patrol system to detect stolen or suspicious vehicles. According to the Taoyuan City Audit Division of the National Audit Office, the number of automobile and motorcycle thefts in Taoyuan City from 2017 to 2021 remains relatively high compared to the other six special municipalities. Moreover, the number of solved cases has been declining year by year. Following a request for review and improvement, the equipment and functionalities of the AI patrol system have been upgraded, and subordinate units have been urged to enhance its utilization. These measures aim to improve the effectiveness of criminal investigations and help prevent and reduce crime.

 

The Bureau of Standards, Metrology, and Inspection, Ministry of Economic Affairs has an imperfect management mechanism for renewable energy certificates. The NAO has urged improvements and revised the implementation measures for renewable energy certificates to ensure the accuracy of their issuance.

The National Audit Office stated that, after tracking the improvement, the Bureau of Standards, Metrology, and Inspection revised the implementation rules for renewable energy certificates on September 24, 2024. The revision includes a provision allowing the certificate center to confirm with Taiwan Power Company that the electricity generated by certified equipment is sold to the company in bulk, thereby strengthening the verification mechanism to ensure the accuracy of certificate issuance.
