The National Audit Office found out that since the Act Governing Electronic Payment Institutions was promulgated on May 3, 2015, the development of innovative financial technology has encountered obstructions because of the unfriendly supervisory regulations, resulting in a lack of business operation in one year after the enforcement of the law. After the Office recommended the Financial Supervisory Commission to amend and loosen the related supervisory regulations while maintaining the safety of transactions, the Commission has amended the regulations with the amendment including loosening the mechanism of the payment via agreed linked deposit account and simplifying the user authentication and so on, and facilitated the establishment of the first specialized electronic payment institution “allPay Electronic Payment Co.” to start operation on October 7,2016 , leading the innovation of payment services in Taiwan.
The Audit Division on Education and Communication found out that the deep sea fisheries observers of the Fisheries Agency of the Council of Agriculture was insufficient, resulting in the weaknesses of supervision in the catch yield of deep sea fishing boats. After the Audit Division called for improvements, the Fisheries Agency has announced the recruitment on September 1, 2016 and hired 75 additional observers afterward. The Fisheries Agency has also equipped all big fishing boats and 737 small fishing boats with the electric catch yield reporting devices until the end of August 2016, and will promote the measures such as appointing the third party to inspect the fish landing and reshipment activities in 41 foreign ports to enhance the management of deep sea fisheries.
The National Audit Office found out that the budget of military costumes, without consideration for the costumes of servicemen participating in the military basic training, has been insufficient for 20 years (NT$4,803 per person per year), resulting in the impairment of soldiers’ rights with the decreased quantity of annual replacement or long replacement schedule addressed by the Army Command Headquarters. After the Office recommended the Ministry of National Defense (MND) to review the budget allocation of military costumes comprehensively and reallocate suitable costume budget, the MND has supervised its subsidiaries to increase the budget of military costumes to NT$9,860 per person per year, and proposed it in the 2017 budget for improving the quality of costumes and meeting the need of tasks.

The EPA did not address the issues of regulation relative to the standards for discharging industrial wastewater, which were looser than the standards for the quality of irrigation water, and the unclear division between irrigation water and drainage system water of some agricultural areas. After the NAO called for improvement, the EPA amended the regulations with stricter standards for drainage and stricter examination measures for permission to discharge wastewater on January 6, 2016. The EPA also revised the control limit of 6 heavy metals (cadmium, cadmium compounds, hexavalent chromium, copper, zinc and nickel) in specific water bodies, and assisted the Taoyuan City Government and the Changhua County Government to divide and proclaim the total quantity control areas of the specific protected farmland water bodies on February 2 and May 17, 2016.
