To preserve and activate cultural assets and historical sites, Ministry of Culture of Executive Yuan proposed “The Organizational and Operating Plan of Green Island Human Rights Culture Park” in 2005, which was budgeted over NT$680 million in “Project to Expand Investment in Public Works” from 2006 to 2009. The park was planned to cover 32 hectares and needed to appropriate 303 lands, which was going to open to the public on May 20, 2008. However, Audit Division on Education and Agriculture found out that the Ministry of Culture unappropriated 15 hectares of the parkland, they also neglected to plan well and did not coordinate related agencies so that only 4 percent of the parkland was open to the public. Because of the inefficiencies in the lands appropriation and plan, the park failed to meet the planning goal of reuse. Therefore, the Audit Division noticed Executive Yuan in March 2012 and reported to Control Yuan according to the 69th article of the Audit Act; the Ministry of Culture was corrected by the Control Yuan on June 19, 2013. Since the notification by the Audit Division on Education and Agriculture, the Ministry of Culture established Preparatory Office of the National Human Rights Museum to organize the Green Island Human Rights Culture Park. At the end of September 2015, the culture park gained 62 lands which covered 8.26 hectares, and over 24 hectares were open to visitors. Moreover, during 2013 to Sep. 2015, the number of visitors reached 670 thousand, which showing the effectiveness of the cultural asset reservation and activation, and providing people a tourist attraction.
According to Article 14 of “Guidelines for Selection and Management of the Fourth Lottery Retailer”, store entrances of the computer-based lottery retailers should keep over 100 meters away from elementary and secondary schools. However, Keelung City Audit Office used the Geographic Information System (GIS) to audit and found out that a lottery retailer store did not keep over 100 meters from neighboring elementary and secondary schools. Therefore, the National Audit Office noticed Ministry of Finance to improve it and inspected nationally to solve the problem.
According to article 56 of the “People with Disabilities Rights Protection Act”, in each public parking area, 2 percent of the total parking lots shall be reserved for people with disabilities. Where the total number of a public parking area is less than 50, at least 1 parking lot must be reserved for people with disabilities. In October 2014, New Taipei City Audit Division found out that there were 281 government-owned compact parking facilities in New Taipei City, in which 16 parking facilities did not equipped with disabled parking spaces and 20 parking facilities did not have enough disabled parking spaces. Furthermore, there were 75 government-owned motorcycle parking facilities, in which 7 parking facilities did not equipped with disabled parking spaces and 2 parking facilities did not have enough disabled parking spaces. Since the notification of the Audit Division, Transportation Department of New Taipei City Government had guided the 84 parking facilities which did not equipped with disabled parking spaces or did not have enough disabled parking spaces to improve the problems. Therefore, these parking facilities were increased 162 compact parking spaces and 88 motorcycle parking spaces for disabilities separately, which protected parking rights for disabilities.
