To activate vacant spaces and increase the city treasury revenue, Keelung City Cultural Affairs Bureau outsourced the first floor and mezzanine of Keelung Cultural Center to sell artworks and catering services from October 28, 2008 to October 27, 2013. The annual rent revenue was NT$342 thousand. In September 2013, Keelung City Audit Office found out that the expense payable of the commission contract which was signed by the bureau and manufacturers did not include electricity. However, the manufacturers used high energy-consuming electrical appliances which contained induction cookers, microwaves, coffee machines and freezers for providing catering services, and the electric bill was paid by the bureau. After the notification of the Audit Office, when the bureau outsourced the purchase in November 2013, the contract was stated that the manufacturers had to set up separate electric meters and paid the electric bill themselves. According to statistics, the amount of 2014 electric bill which was paid by the manufacturers was NT$159.866 thousand, which had met the user-pays principle and safeguarded the interests of the authority effectively.
To activate the idle warehouse space near Yilan Station, Yilan County Government entrusted manufacturers to conduct the “Creative Industry Incubator Project in Yilan County” which cost 1.6 million dollars between 2010 and 2012. Yilan County Audit Office found out that a few manufacturers marched into the exhibition space and creative market, and the highest number of visitors monthly was only a few thousand people though the project performed many promotion activities in the New Year and Spring Festival holidays, which did not reach the goal of the space activation. After the notification of the Yilan County Audit Office, the Yilan County Government had successively set the character and scene artworks for visitors in the warehouse space near Yilan Station since June 2013 that the image was form picture books of a famous painter named Jimmy, and invited a famed writer Huang Chunming as the artistic director to tell stories in 2014. All spaces had manufacturers to sell creative products that attracted tourist crowd. According to the statistics by Yilan County Government, the warehouse and Jimmy Square near Yilan Station had 660 thousand visitors in 2014 which have become popular tourist attractions in Yilan County.
According to the statistics of the Consular Affairs Bureau, the number of issued passports had increased annually from 1.01 million volumes in 2009 to 1.85 million volumes in 2013. The NAO found out that the annual number of lost or stolen passports was maintained about 20 thousand volumes and most of them were still valid, which had the risk of illegal use. Besides, the number of forged or altered passports had also increased from 29 volumes in 2009 to 80 volumes in 2013. Since the notification of the NAO, the Bureau finished the passports ordinance draft amendment in which some regulations had gone through the entire three-reading procedure in the Legislative Yuan on May 22nd 2015 and was promulgated by the President on June 10th 2015. The amended regulations include: increasing the prison term for whoever forges or alters passports and uses the illegal passports shall be sentenced to imprisonment for not less than one year but not more than seven years; adding penalties of selling passports, offsetting debts by passports, committing the ordinance overseas and etc.
In order to take care of low-income families, improve housing environment and enhance living quality, Kaohsiung City Government continuously constructed 11 public housings which included 4,219 units and 209 shops from 1994 to 2002. However, Kaohsiung City Audit Division found out that there were still 119 units and 100 shops unsold among those public housings because of unaffordable price of the public housings for low-income families and bad position of the shops to attract customers, increasing the annual interest and the administration fee. After the notification of the Kaohsiung City Audit Division, Urban Development Bureau of Kaohsiung City Government had solved the problems by taking discount policies, setting projects for low-income families and broadening the scope of disadvantaged families. Therefore, 114 units and shops were sold during 2010 to 2014 and earned NT$634.91 million which reduced fiscal pressure. The improvements included decreasing the annual interest and administration fee by NT$59.04 million approximately which saved public expenditure.
