In order to regulate the ROC Embassies’ assistance which was provided to overseas ROC citizens who encountered emergency situations, the Ministry of Foreign Affairs formulated “the Regulations on Providing Emergency Services to Overseas Citizens” in 1995 and established the emergency call center at Taoyuan International Airport in 2009. The emergency call center was equipped the toll-free emergency hotline for overseas ROC citizens, and the hotline number is sent to overseas ROC citizens since March 2011. The overseas offices also set hotlines to provide assistance and services. The emergency call center and the offices had conducted more than 20,000 assistance cases from 2010 to 2013. However, the NAO found out that the over-5-year unpaid back loan of emergency cases was about US$40,000, and some cases had exceeded time limits of claim right. Since the notification of the NAO, the Ministry had revised “the Emergency Loan Recovery Process of Overseas Citizens” and modified “Money Loan Agreement” to “Emergency Loan Agreement” in October 2014. Besides, the Ministry formulated “the Flowchart of Recovery Process of Emergency Loan to Overseas Citizens”, strengthening the recovery operation to improve the effectiveness.

According to Article 14 of the Animal Protection Act, the animal shelters or other designated places may charge fees while providing services. The charging standards were formulated by municipal or county authorities. Kaohsiung City Audit Division found out that Kaohsiung City Animal Protection Office cost more than NT$86.65 million to conduct neuters, traps, medical treatments, feeding, shelter equipments and incineration of stray dogs from 2010 to 2012. 1,537 pets were sent to shelters by their owners, and 604 missing pets were returned to original owners. However, the Office did not charge the owners pet food costs and management fees that violated the principle of user charge. Since the notification of the Division, the Office had formulated “the Charging Standard of Dog and Cat Shelters in Kaohsiung City” in June 2013. The standard regulated that the owners who stop feeding their pets should be charge NT$3,000 per pet, and the owners who get back their missing pets should be charge NT$200 each placement day. According to 2013-2014 statistics, 286 pets were sent to shelters by their owners, and 413 missing pets were returned to original owners. Therefore, the total fees which charged from the owners were more than NT$940 thousand.

Chunghwa Post Corporation has continuously had a deficit since 2001. In order to respond to competition with price reductions of other private companies, the Corporation set the “Bargaining Range Table of Tying Zoning Postage Discounts of Domestic Bulk Mail” in 2004, and has conducted the “Flexible Negotiation Mechanism of Bulk Mail” since 2009. After auditing the Chunghwa Post Corporation, Audit Division on Construction of Transportation and Communication had found out that the postage allowance was NT$ 703.94 million more than the budget in 2011, but the postage revenue was only NT$653.33 million more than the budget. Besides, the 2012 postage allowance was NT$ 53.36 million more than the 2011 postage allowance, but the 2012 postage revenue was NT$214.07 million less than the 2011 postage revenue. In 2012, the postage allowance was 10.76 % of the postage revenue, which was the highest ratio in the past 5 years (from 2008 to 2012). After the notification of the Audit Division, the Corporation had discussed to lower the bargain postage discounts of bulk mail in 2013 to 2014. Therefore, the 2014 postage allowance was NT$211.1 million less than the 2013 postage allowance, and the ratio of postage allowance to revenue in 2014 was 0.92 percent less than the ratio in 2013, improving operational efficiency.
