National Audit Office Recommendations Prompt Revisions to E-Procurement Rules and the E-Tender Document Download System to Prevent Bid Rigging
To maintain the fairness of public procurement, the Executive Yuan Public Works Committee has built a "Bidding Information Inquiry" function on the Government Electronic Procurement Network for agencies to refer to when handling bid opening and review operations. After an inspection by the National Audit Office, it was found that in addition to the abnormal electronic bidding patterns of different bidders having the same network address (IP), there were also winning bidders and unsuccessful bidders using the same "user account" to collect bids, and some of them had overlapping directors and supervisors who were involved in bid-rigging. The National Audit Office requested a review and improvements in a letter. The association revised its electronic procurement methods and electronic bid-collection mechanism to prevent procurement bid-rigging.
