The National Audit Office innovatively applied photo comparison technology to assist in verifying government procurement

The National Audit Office examined the government's implementation of service procurement contracts for the greening and beautification of public facilities, patrol inspections, and maintenance management.

Given the massive volume of photographs in contract performance documentation and the difficulty of manual verification, the Office developed an image-extraction and comparison module to support audit procedures. This revealed unscrupulous vendors fraudulently claiming contract payments through falsified or manipulated photographs. The Office urged corrective action, thereby effectively safeguarding the integrity of government procurement and demonstrating the value of its work.

The Ministry of Transportation provided subsidies to local governments for the purchase of smart roadside equipment for autonomous buses

Since 2017, the Ministry of Transportation has been implementing the “Intelligent Transportation System Development and Construction Program,” providing subsidies to local governments through the “Unmanned Vehicle Technology Innovation Pilot Program” to purchase the necessary smart roadside equipment for autonomous buses. An audit by the Transportation and Construction Audit Division found that the infrastructure for autonomous buses was underutilized after the program’s completion. Following a formal request for review and improvement, the review mechanism for subsidy programs has been strengthened, and a tracking mechanism for the utilization of subsidized projects has been established to ensure the long-term serviceability of the infrastructure.

Ministry of Digital Affairs' Contract Performance Management for Commissioned Issuance of TLS Certificates

The Ministry of Digital Affairs commissioned Chunghwa Telecom Co., Ltd. to maintain and operate the Transport Layer Security (TLS) certificates issued by the Government TLS Certificate Authority (GTLSCA).

These certificates had their default trust revoked by mainstream browsers. Upon audit by the National Audit Office, it was found that the Ministry of Digital Affairs' external audit and contract performance management operations were insufficient, affecting the stability and credibility of public digital services. Following official correspondence requesting a review and improvement, the Ministry of Digital Affairs has authorized other domestic certificate authorities to issue TLS certificates for government agencies (institutions). It has strengthened subsequent contract performance management measures.
