The Science Park Bureaus under the National Science and Technology Council (referred to as NSTC) has established water quality standards and usage fees for connected sewage systems in various science parks, with the aim of controlling water pollution in science parks and maintaining the normal operation of sewage systems. The standards include the item of collection fees, unit price list, classification of water quality, classification rating and computation formula of the expenses.Upon auditing by the National Audit Office, it was discovered that in recent years, various park bureaus have carried out upgrades to sewage treatment plants, but have not re-evaluated the standard fees for sewage usage. In response, NSTC urges for improvement research on this matter. The Central and Southern Taiwan Science Park Bureau have reviewed and adjusted the fee classification and rates. They have also examined and reviewed proposals for the sewage connection and fee standard, which are currently under negotiation with contractors. These adjustments are expected to contribute to the enhancement of operational performance.

In order to facilitate the implementation of environmental protection and pollution prevention (control), various business entities have established specialized officers responsible for complying with environmental regulations in accordance with the law. These officers are prohibited from concurrently holding positions as specified by regulations other than environmental regulations and from engaging in work unrelated to pollution prevention (control). However, up until the end of September in 2021, part of these dedicated environmental regulations specialists were suspected of illegally holding concurrent positions as occupational safety managers. Furthermore, the Environmental Protection Administration (referred to as EPA) had not established a data exchange mechanism with the Occupational Safety and Health Administration, which resulted in an inability to verify whether these dedicated environmental regulations specialists were involved in illegal concurrent employment situations. Upon the request of the National Audit Office, the EPA has conducted an investigation and confirmed that 113 individuals violated the law by concurrently serving as occupational safety managers. A total fine of NT$11.446 million dollars has been imposed. In addition, the EPA has developed the function of data interface with the Occupational Safety and Health Administration in March, 2023, aiming to continuously enhance the audit work.

       To diversifying water resource development and utilization, the Department of Water Resources from Taoyuan City Government is promoting the construction of a water reclamation plant as part of the BTO project, which the Taoyuan North District Water Resource Recycling Center is conducting. Upon auditing by Taoyuan City Audit Division, it was found that the investment promotion and construction of the water reclamation plant was behind schedule, and there was also a need to enhance the industrial willingness to use reclaimed water. In response to these findings, improvements were initiated. The water reclamation plant’s investment contracts have been signed, construction has commenced, and efforts have been made to prompt the water-consuming entities to build the connected pipelines. It is　anticipated that this endeavor will facilitate the industrial usage of reclaimed water.
