The New Taipei City Audit Division found deficiencies in the management of aboriginal people’s rental houses by the New Taipei City Government, including budgeting for the cost of community security guards and miscalculating rent by precluding the annual rent of land. After the division called for improvements, the government has amended the “Directions of aboriginal people’s rental houses in New Taipei City”, removing related management and maintenance expenditures from the government budget to fulfill the user-pays principle, thus saving NTD 3.29 million for the government. As to the basis for rental calculation, the renting of land has been included since September 2016. Also, the annual house rent has been reviewed and will be calculated on the basis of the current value of the house, reducing annual house rent by NTD 2.11 million for lessees, effectively improving the management mechanism and reducing the burden on aboriginal people.
The Yilan County Audit Office found that some of the sites of KTVs, dance halls, clubs, bars, special coffee/tea shops and other similar facilities monitored by the Yilan County Government were located illegally in residential areas, industrial areas, rural areas, agricultural areas, and lands for road use. After the office called for improvements, the government stepped up investigations and persuasions and enlisted those facilities for inspections to maintain the business order and a peaceful society.
The Penghu County Audit Office found that although the Public Health Bureau of Penghu County implemented anti-smoking campaigns for public health, the adult smoking rate of Penghu County was 21.1% in 2014, which was higher than the national average rate of 16.4%. After the office called for improvements, the bureau organized 6 adult quit-smoking courses, 2 anti-smoking public health messages for high risk people, 22 anti-smoking public health messages in schools, and 19 anti-smoking public health messages for communities, workplaces and pregnant women. As a result, the adult smoking rate of Penghu County was 12.7% in 2016, decreasing 3.7% from 16.4% in 2015, and it was also lower than the national average rate of 15.3% in 2016.
