The Changhua County Audit Office found out that part of the water pollution related enterprises in Changhua County relocated factories or operated their new branch factories without registration, but the Changhua County Government did not inspect the factories according to the Factory Management Act, resulting in illegal operation and waste water discharge from the factories. After the Audit Office called for improvements, the Government had forced part of the enterprises to stop the operations and blacklist them for further supervision. In addition, the Government enforces the inspection of unregistered factories in the County through the “Unregistered Factories Correction Group” periodically to prevent illegal factories from discharging waste water illegally and deteriorating the quality of water for irrigation.
The Yunlin County Audit Office found out that the Yunlin County Government did not integrate the flood warning system with the disaster monitoring system, causing the failure in displaying timely monitoring images on the Flood Warning Decision Making Platform. After the Audit Office called for improvements on April 30, 2015, the Government had integrated the systems and transferred monitoring images of flood timely to enhance the decision making function of the systems.
