The Taipei City Audit Division of NAO found out that the Public Works for Beitou-Shilin Science Park Zone Expropriation (first phase), hosted by the New Construction Office of the Public Works Department of the Taipei City Government, was not completed on schedule during the stage one, and the Office didn’t withhold the amount of default fine in accordance with the contract. After the Taipei City Audit Division called for revision, the Office has withheld the default fine and then transferred this amount into the penalty at the end of the contract to protect the government’s interest.
The Tainan City Audit Division found that a high proportion of high-temperature endurable firefighter clothing and class A chemical protecting clothing, managed by the Fire Department of Tainan City Government, had exceeded the minimum life time and part of the class A chemical protecting clothing didn’t regularly apply air tightness tests, effecting the safety of firefighters. After the Audit Division called for improvements, the Department has adopted several measures including: increasing the budget; utilizing the private donations properly; replacing overused firefighter clothing; sending class A chemical protecting clothing for air tightness tests. On the other hand, the Audit Division recommended the National Fire Agency of the Ministry of the Interior to revise its layout standard of human resource and equipment of the ambulances to reinforce the firefighter equipment and ensure the safety of firefighters.
The Audit Division on Education and Agriculture found that two projects of the Huashan Creative Park implemented by the Ministry of Culture - Cultural and Creative Industry Introduction Rehabilitate Operate-Transfer Project and Cultural and Creative Industry Flagship Center Build-Operate-Transfer Project, was conducted behind schedule by 20% and did not meet the deadline of the contract. The Audit Division called for improvements and after following up, the Audit Division found that the items of the contracts signed by the Huashan Creative Park, was not adequate. The Audit Division reported the audit result to the National Audit Office and the Control Yuan which censured the Ministry of Culture on May 12, 2016.
