In 2004, Kanding Township Office, Pingtung County has leased land from Taiwan Sugar Corporation for 50 years, loaning NT$60 million from Ministry of Interior to held “Kanding Township Elderly Long-Term Care Center” project in the name of public productive enterprise fund. In 2009, Pingtung County Audit Office discovered the building only finished the walls and pillars in the first floor, and the local elderly care market was oversupply. Until September 2014, the project still appeared suspended and abandoned, therefore the Audit Office recommends the Township office to improve. Finally, in February 2016, the suspended Elderly Long-Term Care Center has been removed, excluded from the unused public facilities list by Public Construction Commission, Executive Yuan, and changed the usage of the area into agriculture land.
According to Income Basic Tax Act, to calculate basic tax and tax payable of individual income tax, the income which individual selling unlisted and non over-the-counter (OTC) stock stocks should count as the amount of basic income of the individual. National Audit Office discovered, the data mistook in “company limited by shares” and “stock issuance mark” column in tax information system, which caused the system did not count part of the basic income of unlisted and non OTC stocks as the amount of basic income of the individual. After recommendation from NAO, National Taxation Bureau has checked the unlisted and non OTC stocks trading from 2010 to 2012, levied the tax and fine from 240 households, increasing tax revenues NT$520.71 million.
Executive Yuan founded “Governmental Open Data Platform” in April 2013, but Changhua County Audit Office discovered Changhua County Government did not upload any data on the platform until the end of 2015. After the recommendation, Changhua County Government has established “Directions for Open Data Operations” on 28th January 2016, stipulated agencies to examine and update open data regularly. Until 17th June 2016, Changhua County Government has made public of 189 data, including air quality monitoring data, public parking lot and dining places which passed health assessment.
To improve the traffic of Feng Zhou Technology Industrial Park, Taichung City Government planned to widen Fu Zun Road from 6m to 12m in 2014. But Taichung Audit Division found out the widening program did not fulfill the cultural landscape survey at the early stage of the project, which planned to move Fu Zun, the water road established since Qing dynasty, right away.
Because of the protest from citizens, the widening program has been suspended over 6 months. Until January 2016, Taichung City Government registered Fu Zun as cultural landscape, cancelled the widening program, and planned to transform the area as tourist area. Besides, the alternative road to Feng Zhou Technology Industrial Park was substituted by Tinan Road.
