In order to encourage people taking public transportation, Taipei City Government carried out "single fare" and budgeted subsidies for the discount tickets (ex. student tickets) since 2001. The Public Transportation Office of Taipei City Government had budgeted NT $2.2 billion and NT$ 1.9 billion as subsidies in 2011 and 2012. However, the Taipei City Audit Division found that the ratio of counterfeit student was increasing from 3.38% in 2010 to 11.27% in 2012, which affected the fairness of ticket subsidies and caused the loss of public money. After notified by the Taipei City Audit Division, the Taipei City Government regulated that the person who only may use the student tickets after registration. During November 2015 and February 2016, the ratio of counterfeit student was only 0.67%, and the ticket subsidies became fairer than before.
