In accordance with Articles 5 and 10 of the “Regulations Governing the Interview Management Regarding Mainland People’s Application to Enter the Taiwan Area” and No.5 of “Guidelines for the Ministry of Foreign Affairs and Diplomatic Missions of the Republic of China (Taiwan) Regarding Interviews with Foreigners Applying for Entry into Taiwan on the Basis of Marriage to ROC Citizens”, an audio recording shall be made of the whole interview, and a video recording shall be made if necessary. Beside, two interview records shall be made when the Mainland spouse’s interview is conducted overseas; the one is reserved by the interview agency, the other is attached for the application as well as the recordings of audio and video, and then transferring to the National Immigration Agency. However, the NAO found out that some diplomatic missions did not make an audio recording of the whole interview, the records retention schedules did not have a consistent standard, and the audio recordings of the Mainland spouse’s interview did not transfer to the National Immigration Agency. After the notification of the NAO, the Ministry of Foreign Affairs noticed the diplomatic missions to retain records for three years; the National Immigration Agency regulated that the interview records of Mainland spouse shall be retained for six months, the interview records and audio/video files shall be send to the Taipei City Service Center, and the Ministry of Foreign Affairs had noticed the diplomatic missions to deal with the regulations.
To ensure that destructor plants could operate properly and to improve life quality of the surrounding areas, New Taipei City Government regulated the “Interim Autonomy Regulations on Feedback Money Providing in Operating Stage of Destructor Plants in New Taipei City” on December 22, 2012 and provided feedback money to Shulin, Yingge, Bali, Linkou, Xindian, and Sanxia District where the destructor plants locate. New Taipei City Audit Division found out that the Bali District Office used the feedback money to conduct overseas inspection programs every two years, which budgeted NT$7.2 million in 2012 and had 90 participants. However, it was inconsistent with the “Directions for Reviewing of Going Abroad Applications in New Taipei City Government and Subordinate Agencies and Schools” and the notice issued by the New Taipei City Government on May 13, 2011 that no more than 4 people participated in overseas inspections and no inspection plans are same in three years unless necessary. Besides, the 6 district offices did not provide the executions of using feedback money in the same way, which was unfavorable to citizens for inquiry. Since the notification by the New Taipei City Audit Division, the Bali District Office no longer budgets the overseas investigations program, saving about NT$7.2 million every two years. Also, the Environmental Protection Department of New Taipei City Government had regulated “The Form of Feedback Money Execution of Destructor Plants” on July 24, 2015, which supervises the 6 district offices to provide accurate information on their websites and to updated the information seasonally that benefit citizens to inquire and fulfill information transparency and accountability.
For promoting the childcare responsibilities of families, providing citizens the reasonably-priced and qualified childcare services, supporting parents to take account of working and nursing, leasing the childcare burden and sustaining the family function, Social Welfare Department of New Taipei City Government operated a Public Daycare Center in Xizhi district. New Taipei City Division found out that there were 72.77 thousand 0-2 years old children by the end of June 2013, and 64.54 thousand of them were took care by their own families. The other 8,228 children were commissioned by nannies or Daycare Center caregivers, in which the number of Public Daycare Centers was 14 and only took care 1,075 children, showing the rooms for improving childcare services. Since the notification by the Audit Division, the Social Welfare Department budgeted over NT$500 million to operate Public Childcare Centers. 2,170 quotas of 36 Public Childcare Centers were set by the end of July 2015, which increased 1,095 quotas compared with the capacity of the end of June 2013, providing the fare childcare services.
