In March 2004, National Audit Office (NAO) sifted the government employees and teachers who owe taxes by profiles collected from Ministry of Civil Service and all National Taxation Bureaus, and notified Ministry of Finance. Then the Ministry of Finance provided related information to every National Taxation Bureau to levy taxes. However, in March 2009 the NAO found out that there were still over 9,000 cases needed to be levied taxes. Since the notification of the NAO, National Taxation Bureaus listed the cases regularly that the government employees and teachers whose tax payments were due. Besides, they would mark the top priority for those who were government employees, public enterprises employees, teachers and militaries on enforcement documents, to remind executive institutions to conduct first. According to the statistic by National Taxation Bureaus, NT$157.12 million in 6,477 cases had been levied by the end of June 2015.
To regulate the school lunch ingredients, Legislative Yuan amended Article 23 of the School Health Act in 2013 that schools should adopt local good agricultural produce which are certificated by central agricultural authority. Hualien County Audit Office found out that Hualien County Government administered 126 public elementary and secondary schools which involved 29,439 students and cost NT$ 107.57 million each semester. However, all survey reports of vegetable and fruits suppliers did not record area resources so that the government could not decide whether to adopt local good agricultural produce on top priority. After the notification of the audit office, the government established the “Campus Lunch Ingredients Registration Platform” by the end of 2014 and regulated that local agricultural produce should be adopted first, for controlling the origin of local ingredients effectively.
Zhucun Community Activity Center of Chiayi City was reconstructed to be the West District Caring Center in February 2006. This four-floor building cost NT$13.46 million and was operated in April 2007. According to the original plan, the first and the second floor of the caring center were for nurseries use, the third floor was the center office and the fourth floor was an elderly service center. However, Chiayi City Audit Office found out that the first and the second floor spaces of the caring center were unused after July 2010, and the third floor space was unused for a long time. Since the notification of the Audit Office, Chiayi City government had transferred the administration authority of the caring center to West District Office of Chiayi city in March 2015. As a Community Caring Center for children and elderly, the first and the second floor of the center were held health promotion activities every week, such as caring elderly conditions and arranging some health speeches. The second to the fourth floor were children’s libraries, recreation rooms and convention rooms separately. According to statistics of the government, the center has held 26 activities with attendance of 729 people by mid-July 2015.
In 1996, Hualien City Office expected that the population and the number of vehicle in the city would grow rapidly, and considered that the parking lots around Zhongxiao, Chenggong, Nanjing and Fujian street were insufficient. Therefore, the city office asked Ministry of Transportation and Communications for a NT$63 million subsidy to conduct a “Building Plan of Zhongxiao Parking Tower”, which was completed by the end of 1999, cost NT$41.58 million and included 90 parking lots. However, the parking tower was shut down after only being operated half-year because of a loss of more than NT$1.01 million. Hualien County Audit Office found out that the City Office overestimated parking demands when they conducted the feasibility evaluation of the “Building Plan of Zhongxiao Parking Tower”, causing the parking tower could not be operated well after its completion. Since the notification of the Audit Office, the City Office had outsourced the Zhongxiao parking tower and the parking lots on the opposite side of the Hualien Tzu Chi Hospital on August 27, 2009. According to statistics from the 2012 to June 2015 by the city office, the using rate of the parking lots was 30.67% per hour, and the revenue was over NT$4.52 million by the end of July 2015, which enhanced the function of infrastructure.
