In order to promote resource recycling, the Environment Protection Bureau of Taichung City Government established the “Recyclables Exchange and Sharing Platform”, and has conducted the “Collection Activities of Second-Hand Bank Loyalty Cards” since May 2013. The citizens deposit points according to the weights of their recyclables, and then use the points to exchange other recyclables. The total number of members was 466 at the end of 2013. However, Taichung City Audit Division found out that after the promotion period the number of members was 491 at the end of March 2014, which only added 25 members, and the participation rate was only 15.27%. After the notification of the Audit Division, the Bureau had strengthened propagations to improve the identity and participation. By the end of March 2015, the members were up to 1,558, the number of transactions was 4,748 and the participation rate had increased to 75.87%, which promoted the resource recycling.

In order to prevent agricultural pests and diseases, the farmers in Yilan County used more than 1,000 tons of agricultural chemicals and produced more than 1.05 million empty bottles every year which weighed about 52.9 tons. However, Yilan County Audit Office found out that the total recycled empty bottles from Yilan citizens and cleaning squadrons in 2010 and 2011 was 73.4 tons, which meaned the recycle rate was only 69.38%. It showed that over 30% empty bottles were not recycled or were abandoned to farms or rivers, causing the environmental contamination. After the notification of the Audit Office, the Environmental Protection Bureau of Yilan County Government had established the recycled mechanism that the cleaning squadrons would strengthen to recycle empty bottles three days per week, and used more than NT$5.23 million of manufacturers donation and the recycling project budget to encourage middle- and low-income households to engage in recycle works from March 2013 to December 2014. According to the statistics, the total recycled quantity of agricultural chemical bottles was 190.8 tons from 2012 to 2014, which ensured the environmental protection and the quality of life.

In order to solve the management problems of vendors and to improve the environments, Shueilin Township Administration in Yunlin County established a government-owned retail market in 1989 which cost NT$7.78 million. However, Yunlin County Audit Office found out that the old-fashioned retail market could not satisfy consumer needs, which caused the stall vacancy rate was up to 100% and these stalls was without using over 10 years. Since the notification of the Audit Office, Shueilin Township Administration had planed revitalizing actions that the market was transferred into a daycare center, and was committed to the Yunlin County Homeland Care Association for 5 years on November 13, 2014. The daycare center provides services such as life care, rehabilitation and leisure activities for the elder and the cripples, and then Shueilin Township Administration receives about NT$160 thousand in rent annually, which fulfills the function of the building.
