Wutai Township Office of Pintung County had spent more than NT$14.6 million to build a general building as a showcase of cultural exhibition, activity center and guesthouse in 1995. In order to collect and demonstrate the traditional cultural exhibition of Rukai Aboriginal for presenting the multi-dimensional culture, the Office accepted the subsidies from the Council for Cultural Affairs and fundraised themselves more than NT$15.4 million, which was conducted to the inner exhibition facilities, cultural relics purchases and appearance improvements. Then the general building was changed into the Rukai Museum which was operated in December 19, 2000. According to the statistics, the annual average number of visitors was 2,940 from 2009 to 2013, and the average number of visitors per day was 9, showing the low participation. After auditing the museum, Pintung County Audit Office found out that the collection was insufficient, and the cultural relics were illustrated only by simple cards which lacked the systematical showcase and guided tour services. Besides, some display windows were vacant after the end of the exhibition. Since the notification of the Audit Office, Wutai Township Office had invited craftsmen to provide mountaineer costumes and wood carving works from December 2013, fulfilling the museum’s collection, enriching the overall showcase room and offering guided tour services. By to the statistic from January to November 2013, the number of visitors had increased to 10,422, which showed the improvement of the museum’s effectiveness.
The delivery of air defense ordnance from the US Military was completed in 2003, but the gadgets were damaged successively from 2008. The Air Force Headquarter had discussed the causes with National Chung-Shan Institute of Science and Technology; however, they did not contact the US Military to realize the exact causes, and agreed to pay the maintenance costs that only depended on the environmental factors (high temperature and humidity) which judged by the US Military. Furthermore, the NAO found out that according to the maintenance conference records of the Air Force Headquarter and the US Military, there were many cases of the same damages around the world, which showed that the environmental factor was not the only cause of damages. Since the notification of the NAO, the Ministry of National Defense pushed the Air Force Headquarter to clarify the exact causes and the maintenance responsibilities. Therefore, the Air Force Headquarter had contacted the US Military to realize the exact causes, and US manufacturers of original equipment agreed to replace the gadgets of air defense ordnance for free, which could save about NT$ 208 million.
In order to promote the transportation policy of “bicycle lifestyle”, Department of Transportation of Taipei City Government conducted the construction of the “Bike Lanes on Dunhua North and South Roads” in 2008, which planned to establish the bike lanes from Minquan East Road to Keelung Road at 4.6 kilometers in length. The total budget was NT$99 million and the bike lanes were in operational use on September 1st, 2009. However, Taipei City Audit Division found out that the Department of Transportation did not fulfill the responsibilities, and thus the effectiveness was low. According to Article 69 of the Audit Act, the Audit Division reported this case to the Control Yuan and notified the Mayer of Taipei City to deal with the case. After the Control Yuan corrected the Taipei City Government on October3 2012, the Government had learned the lessons about promoting bike lanes from this case. The Government will continually promote the policy of “bicycle lifestyle” to reach the overall benefits of “Energy Conservation and Carbon Reduction”, and it will also enhance the safety of both bike riders and other road users while planning subsequent bikeway networks.
According to the Highway Act, Ministry of Transportation and Communications commissioned Directorate General of Highways to levy the using fees of car fuel, and the total fees should reach NT$ 40 billion every year. However, the relative authorities did not handle the arrears actively that affecting the exchequer revenue and violating the principle of fairness. After the investigation of Audit Division on Construction of Transportation and Communication, which pointed that the Directorate General of Highways did not fulfill the responsibilities and the effectiveness was too low. According to Article 69 of the Audit Act, the Audit Division reported this case to the Control Yuan and notified the Executive Yuan. Since the correction of the Control Yuan, the Ministry had proposed the improvement and got some achievements. Therefore, the NAO collected the audit information and wrote the audit report to the public.
