After auditing the performance of “Road excavation information platform” of New Construction Office of Taipei City Government, Taipei City Audit Division found out that the citizen who wanted to use the platform was required to apply for a short-term account and a password, and the operating interface was inconvenient. After the notification of the Audit Division, the New Construction Office have allowed citizens to use the platform without any account and password, and simplified the operating interface to provide more convenient services. Furthermore, the New Construction Office had revised the platform in August 2013. The new interface combines with Google Maps to show the locations, distribution and other information of Taipei city roads’ construction immediately.
To relieve traffic congestion or facilitate transport services for citizens in remote areas, Zhubei City, Xinpu Township, Hukou Township and Baoshan Township of Hsinchu County conducted the “Free Bus Service Project”in 2008 to 2013. However, the Hsinchu County Audit Office found out that the bus service providers of Xinpu Township did not carry the passenger liability insurance in accordance with the amount of contract provisions. Besides, some service buses of Zhubei City and Baoshan Township exceeded the speed limit. However, these government offices did not inspect the service level strictly, which affected the safety and benefits of passengers. After the notification of the Hsinchu County Audit Office, the citizen complaints between January and June 2014 had decreased 40% comparing with the same period of last year.
In order to integrate social resources and provide short-term relief supplies, the Social Affairs Department of Yilan County Government established “The Food Bank of Yilan County”, and then established 5 branches in Luodong and Jiaosi Township for citizens to donate and receive supplies. By the end of 2012, these food banks had provided instant social rescue services to assist 560 vulnerable people. After auditing the Food Bank of Yilan County, the Yilan County Audit Office found out that the collection and delivery of food was careless. Since the notification of the Audit Office, the Yilan County Government set up the information management system of the food bank in June 2013 which can gather statistics of inventory and analyze the situation of supply and demand. The Government then may plan for the food collection and distribution, control the expiration date, and strengthen the mechanism of food delivery. The Government publishes the information of food collection on the website monthly, and establishes more 6 branches. There were 3,214 beneficiaries from June 2013 to September 2014 that creating significant growth and improving supplies usage.
According to the “Taichung City autonomous regulation on bus management”, the commercial vehicles cannot be used more than 12 years, or the violators will be fined between NT$ 9,000 and NT$ 90,000. However, Taichung City Audit Division found out that some buses in Taichung which had exceeded the prescribed operating limits. By the end of September 2014, 45 operating urban buses of the 4 operators were used more than 12 years. Since the notification of the Audit Division, Transportation Bureau of Taichung City Government had asked the operators to improve the deficiencies within a prescribed period. 21 of the overage buses had been renovated and the vehicle registrations were canceled. The other 24 buses had been fined NT$ 210,000 and then stopped running. For promoting the road safety and maintaining the air quality, the Bureau will continuously enhance the supervision of operators to conduct the overage buses renovation.
