After auditing the 4 state-owned industries, including Taiwan Sugar Corporation, Taiwan CPC Corporation, Taiwan Power Company and Taiwan Water Corporation, the NAO found out that the administered lands were being occupied, the borrowed lands were outdated and there were a large amount of unused lands, causing the poor effectiveness of land cleanup and utilization. After the notification of the NAO, the Ministry of Economic Affairs had supervised these corporations to discuss the strategies and objectives of cleanup and utilization, and then established a team to manage them. Therefore, the land occupation and unused situation had been improved. Comparing with the land area of the 4 state-owned industries whose lands were being occupied and outdated before the establishment of the team, the poor utilized land areas had decreased from 308.96 hectares in 2009 to 19.69 hectares in 2013. Furthermore, the unused lands reduced 1,938.29 hectares which was compared to the end of 2009. The effectiveness of land cleanup and utilization had improved notably.

Besides, the gratuitous use of some land areas had exceeded the legal limit and the Council failed to detect the related contraventions actively. According to the Regulations on Development and Management of the Lands Reserved for Indigenous People, the aboriginals cannot gratuitously use more than 0.3 hectares when they build ecclesiastical buildings, and the exceeding parts should be charged. By the end of October 2012, 274 lands reserved for aboriginal people were provided to the use of ecclesiastical foundations, which was 0.008% of more than 260,000 hectares of total land areas. All of the findings above had been reported to the Control Yuan on January 27, 2014, and the Council was corrected on July 8, 2014.
The production of mango in Tainan City has ranked first in Taiwan, and the Yujing Vegetable and Fruit Market of Tainan Agricultural Products Marketing Corporation (hereinafter referred to Yujing Market) is the biggest distribution center in Tainan City. Yujing Market usually attracts wholesalers and citizens to purchase fruits during production seasons. However, Tainan City Audit Division found out that Yujing Market was always complained of the bad quality or the wrong labeling of fruits. After the notification of the audit division, the corporation had crafted the producer management plan of Yujing market, the certified agricultural practices and the inspection measures of agricultural products of Yujing market, to strengthen the products source management, market discipline, quality inspection and complaint handling. Since May 2014, by the end of August, it had 695 applications, which were 75% of the total vendors; the complaint calls had reduced to 9 times, and during the appropriate processing, the service quality had raised apparently and created the win-win situation between the market, producers and the consumers. According to the Agriculture and Food Agency, the plant areas of mango were 16,508 hectares and the annual output was 215,168 tonnes which was about NT$700 million. The plant areas in Tainan were 7,870 hectares and the annual output was 119,611 tonnes which were both ranked first place nationwide. Yujing, Nanhua, Nanxi and Zuozhen are among the main production areas of Tainan.
The waste stream of motor vehicles is one of the main reasons of air-quality-deterioration, especially the smoky steam of diesel engine automobiles. In order to improve air quality, Environmental Protection Bureau of Tainan City Government promoted the “Diesel vehicle self-management project” to encourage the owners of diesel vehicles to participate in the project and have the vehicles examined actively. If the self-examination is qualified, the owner would be given the qualified-mark. On the contrary, if the self-examination is unqualified, the owner only needs to improve the vehicle and would not be fined immediately. However, Tainan City Audit Division found out that most of official diesel vehicles of Tainan City Government did not participate in the project. Only the official cars of Environmental Protection Bureau had been examined by the end of April, 2013. After the notification of Tainan City Audit Division, Tainan City Government ordered in June 2014, that all official diesel vehicles which had been used over 5 years should be examined actively and given the qualified-mark. According to the statistics of the Environmental Protection Bureau, 710 official diesel vehicles belonging to 7 different institutions were engaged in the project by the end of August 2014. Moreover, 384 diesel vehicles had completed the examinations successively, and there were expected to reach the goal of examining all diesel vehicles at the end of this year.
