To promote local tourism industry and create job opportunities, Chiayi County government built the Dongshih Fishing Port in 2002, including Dongshih Fisherman's Wharf, the surrounding stalls and related infrastructures. The project cost more than NT$329.89 million and was completed in October 2008. However, Chiayi County Audit Office found out that the government overestimated the number of visitors in the planning phase, causing the outsourcing failure of some stalls and became unused after the project completion. Since the notification of the audit office, Chiayi County government had reviewed the bidding strategies for outsourcing and had rent the stalls. Therefore, the rent revenue was over NT$7.71 million between May 2011 and June 2014. Furthermore, in order to attract tourists, the government hold some activities on weekends and holidays, which brought about 450,000 people a year and had specific results.
In order for the general public to assist the patients of asystole caused by sudden fatal arrhythmia, the Ministry of Health and Wealth conducted the “Placement of Automated External Defibrillators (AEDs) in Public Places” program, providing the certification of AED safe places and register them on the AED Registry Homepage. However, the NAO discovered the following defects: 1. The Ministry set the principle of certificating AED safe places, but didn’t make a follow-up mechanism to provide counseling for the places whose qualification were revoked. 2. AEDs were set at some MRT stations, THSR stations, bus stations and airports, but they were not registered on the AED Registry Homepage by the end of December 2013. After the notification of the NAO, the promotion of AED safe places by local governments has been included in the evaluation item since 2014. Then the Ministry of Health and Wealth established the incentive mechanism and updated the AED Registry Homepage. By the end of July 2014, the AED Registry Homepage had registered more than 3,500 AED safe places. Compared with the NAO finding in October 2013, the AED safe places increased by approximately 2,000 sites.
After auditing the rescue business of Tainan City Fire Department, Tainan City Audit Office found out that there were 111 unexpired fire engines, which only reached 59% of the standard of 188 vehicles. 61% of the disaster rescue trucks, including service cars, disaster rescue command cars and disaster perambulator cars, were expired. Furthermore, the vehicles and equipment were also insufficient. Since the notification of Tainan City Audit Office, the department has taken the suggestions of the audit office, combining the civilian force and encourages people to donate disaster rescue motorcycles, disaster perambulator cars and fire engines. The department publishes the needs and the donation information on to its website, conducting proclaiming rituals and issuing press releases, making the broad civilian resources the strong backup of the department. Between June and July 2014, the department had received 4 disaster perambulator cars, 3 disaster rescue motorcycles and 4 fire engines which was about NT$14.67 million that had considerable effect.
Tainan City government applied to the Construction and Planning Agency, Ministry of the Interior for NT$48.3 million subsidies to establish the ecological park of Chiqu Wetland in 2008, and the park was completed in October 2009. However, the NAO found out that the government had known about the high soil salinity, but did not conduct the technical feasibility assessment and cost-benefit analysis in the planning phase to choose appropriate plants. Therefore, the plants withered because of high soil salinity, and the government did not conduct the contract management actively. Besides, the Ministry did not demand the government to evaluate the planting possibilities before conducting the subsidy, thus causing no benefit compared to the investment. Due to the planting failure, the ecological park has not achieved the program purpose yet. All of the findings above had been reported to the Control Yuan, the Ministry and the government were corrected on July 2, 2014.
