After auditing the operations management of the public markets under the jurisdiction of Kaohsiung City Government, the Kaohsiung City Audit Division found out that the city government was unaware of the change on business environment, resulting in the gradual disappearance of the functions of traditional public retail markets, causing operational mismanagement and gradual deterioration the situation of vacant stalls, thus unable to fulfill its market functions. After the notification of the Kaohsiung City Audit Division, the Kaohsiung City Government investigated the operating situation and planned to change the type of vacant stalls according to practical needs. By late June of 2014, the vacant spaces of the Yancheng Market had been changed into the Digital Art Kaohsiung United Office. Furthermore, the Mingcheng Market had been outsourced and its expected rent revenue may increase by NT$ 8 million.
In order to improve the land utilization of subsidence and the damage caused by typhoon in the Pingtung area, the Ministry of Economic Affairs conducted the “Installation Subsidies on Solar Photovoltaic Systems Project” from March 2011 to December 2013, and the subsidies were more than NT$ 916.32 million. After auditing the implementation of this project, the NAO found out that some manufacturers didn’t install the system in the assigned areas. After the notification of the NAO, the Ministry of Economic Affairs found that 573.36 kilowatt of the systems were not installed in the assigned areas, thus the Ministry retrieved NT$22.93 million of the subsidies in April 2014.
There were 3,422 public schools in Taiwan by the end of 2012. After reviewing the public security and usage of the campuses, the NAO discovered the following defects: 1. As many as 3534 campuses did not possess construction licenses and 3821 of them did not possess user licenses. 2. More than 3.683 of the no-user license campuses assessed were under structural seismic risk and had yet to improve. 3. Some campuses did not conduct the inspection of public security regularly in line with the Building Act. All of the findings above had been disclosed in the Final Audit Report in 2012 by the NAO, and the Ministry of Education was corrected by the Control Yuan on May 15, 2014. The Ministry of Education will subsidize the campuses without user licenses that were assessed as high risk, and formulate the projects regarding the evaluation and improvement of seismic capacities.
The Ministry of Culture granted Taipei City Government NT$ 180 million to conduct the renovation plan of the Gongguan New World tourist theaters and the landscapes (including the Wellspring Theater and the Museum of Tomorrow). However, the NAO found out that these theaters were left unused after the renovation and reported it to the Control Yuan. Therefore, the Ministry of Culture and Taipei City Government were corrected by the Control Yuan. Since the notification of the Control Yuan and the NAO, Taipei City Government had repaired the theaters actively and had obtained the user licenses. The Wellspring Theater and the Museum of Tomorrow had performed 387 and 366 screenings respectively from October 2011 to May 2014, thus increasing spaces of performance for art performance groups, and facilitating local arts.
