The Ministry of Health and Welfare conducted mental illness and suicide prevention plans to strengthen the prevention of mental illness and mental hygiene. After reviewing the plans, the NAO discovered the following defects: 1.In recent years, the budget prepared was about NT$600 million per year and consisted only one percent of total health budget. Not only the budget preparation showed a declining trend, but also the resource was allocated to treatment rather than prevention. 2.The current National Health Insurance system violated the WHO’s recommendations on the community-based mental health care. 3.In recent years, the average length of hospitalized patients with chronic mental illness was over 200 days. All of the findings above had been reported to the Control Yuan, and the Ministry of Health and Welfare was corrected on April 21, 2014.

After reviewing the state-owned land management of the Forestry Bureau, the Audit Division on Education and Agriculture discovered the following defects: 1.The Forestry Bureau was not positive enough to promote the rental of state-owned lands and the implementation of afforestation. 2.To actively handle some land management disputes, the Forestry Bureau could not implement afforestation in accordance with plan. 3.The Forestry Bureau could not effectively prevent the illegal occupation of state-owned lands. After the notification of the Audit Division on Education and Agriculture, the Forestry Bureau had completed 6,713 state-owned land lease contracts that the afforestation area was 8,782 hectares, and had resolved 6,212 land management disputes that the land area was 5,451 hectares until the end of March, 2014. In addition, it ruled out 358 cases of illegal occupation that the land area was 732 hectares between January and March, 2014.

The Directorate General of Highways is responsible for vehicle license management. After the cancellation of vehicle licenses, car owners should surrender the license to the management authority. If driving with a cancelled vehicle license, car owners will be fined NT$ 3,600 to $ 10,800. However, the Audit Division on Construction of Transportation and Communication found that the Directorate General of Highways neglected the withdrawal of cancelled vehicle licenses for a long time. According to the Audit Division on Construction of Transportation and Communication statistics, more than 230,000 cancelled vehicle licenses were not returned and more than 210,000 cars illegally used cancelled vehicle licenses between 2007 and 2013. Therefore, relevant taxes and fines up to NT$27 million were unable to collect, resulting in treasury losses and inequities. All of the findings above had been reported to the Control Yuan on November 12, 2013. The Directorate General of Highways was corrected on March 13, 2014.

After reviewing the supervision and management of preschools in Yunlin County, the Yunlin County Audit Office found that the failure rate in public safety facilities of the county’s preschools was as high as 49% by the end of September 2013. In addition, according to Article 18 of Early Childhood Education and Care Act, for every 15 preschool children a teacher should be configured. However, there had been insufficient teachers in some public preschools. After the notification of the Yunlin County Audit Office, all public safety facilities of the unqualified preschools were improved, and the number of teachers in public preschools was complemented by the end of January, 2014.
