The National Audit Office urged the Ministry of Finance’s National Property Administration to improve its slow progress in developing state-owned land
The National Audit Office conducted an audit of the development and utilization of state-owned land in the ZhuBei Special Industrial Zone in HsinChu County, which was handled by the National Property Administration, Ministry of Finance (hereinafter referred to as NPA). The audit revealed that when NPA cooperated with the initial stage of the ZhuBei WenXiao 5 nearby area redevelopment plan, it failed to properly assess and coordinate with the HsinChu County Government to develop a cooperation model for the Special Industrial Zone within the redevelopment area as early as possible. After the allocation of state-owned land, there was also a lack of specific and feasible utilization plans. After being requested to review and improve, NPA revised the "Operation Manual for State-Owned Non-Public Use Land Participating in Urban Planning (Master Plan) Change" on November 26, 2025, to improve the operational procedures.
