The National Property Administration, Ministry of Finance has formulated a plan to clean up occupied national non-public use real estate. NAO found that the relevant operations need improvement, resulting in the ineffective handling of occupation cases. NAO has urged improvements. The administration has formulated procedures for locating occupants and has instructed its regional offices to implement these measures to strengthen the management of national assets.

 

Some specifications in the public construction guidelines do not include incinerated recycled aggregates as a product material. NAO has urged improvements, and the revisions have been incorporated into the guidelines.

The Public Construction Commission, Executive Yuan has formulated public construction specifications. However, NAO found that some specifications did not include incinerated recycled aggregates in the scope of product materials, which hindered their application by engineering units in related pavement and road projects. Following the recommendation, a review was conducted, and revisions to the guidelines have been completed. These revisions facilitate the disposal of incinerated recycled aggregates and support the government’s implementation of circular economy and environmental sustainability policies.

 

The Supervisory Mechanism of Central Competent Authorities Over Personal Data Held by Non-Government Agencies Needs to Be Improved; NAO has urged improvements, and the Executive Yuan Has Amended the Relevant Regulations

On August 11, 2021, the Executive Yuan formulated the "Guidelines for Implementing Personal Data Protection Communication Operations" for itself and its affiliated agencies. These guidelines regulate the supervisory measures for personal data protection by central competent authorities over non-governmental agencies. However, NAO found that the guidelines did not standardize the timing and methods for conducting routine administrative inspections by the competent authorities. As a result, the Ministry of Transportation and Communications only initiated administrative inspections after a major personal data breach occurred. Following the recommendation, the Executive Yuan has amended the guidelines to include specifications on inspection frequency and methods.

 

The Promotion of Electronic Medical Records in Kaohsiung Municipal United Hospital Still Needs To Be Improved. NAO has urged improvements, and relevant Regulations Have Been Amended

To improve the efficiency of medical record interoperability and integration, and to reduce repetitive tests, examinations, and medication for patients, the Ministry of Health and Welfare has promoted the planning and establishment of electronic medical records. However, NAO found that some hospitals lacked important management mechanisms in their regulations, had low implementation rates, and had not completed the electronic signature process within the required timeframe, which affected the quality of medical services. Following the recommendation, the Ministry has revised the electronic medical record management regulations, increased the implementation and signature rates, and improved the quality of medical services and resource utilization efficiency.
